What is causing an access area to shower to have an odor?

The bathroom next to my son's room was leaking. We found water in the access area behind the shower and under a built in cabinet next to the access area. We completely dried it out an have repaired the bathroom (new pan and tile). There was a slight odor before the leak, but now it is awful. You can smell it when you open doors to access and drawers to cabinets, I can smell it when I am in the room. The house is a 1962 brick ranch, built on a slab in Southeast Georgia on marsh and river. Thanks for any advice you can give it is greatly appreciated.
I'm building a larger shower in a bathroom and existing exhaust fan/heat lamp combo happens to be within new shower perimeter on the ceiling. Should I move it away or it's fine the way it is now? Thanks

Bathroom exhaust fan requirement in California

Rick says:

I have a 1/2 bath with a toilet and lav only. The bathroom does not have a window. The building was built in 1988. Does this 1/2 bath require an exhaust fan by 1988 Calif building code. The building was built and finaled by the city in 1988 without the exhaust fan. The bath does have a HVAC duct for heat from a FAU. Any help would be great.
